From what you wrote--your brother is unable to get a deep/peaceful sleep for a long time now. This is rare, and it must have a reason. You have not mentioned if he is under a 'medication' (which might have caused this sleep-issue)
Practical Suggestions
Here are essenceful 𝕞𝕒𝕚𝕟 𝕤𝕦𝕘𝕘𝕖𝕤𝕥𝕚𝕠𝕟𝕤 for your brother to follow:
● Maintain a Consistent Sleep Schedule
● Create a Restful Environment at Home or in bedroom
● Limit or No Screen Time 30 mins Before Bed
● Stay Physically Active
● Watch Your Diet (eat helthy & at right times)
● Manage Stress
● 5 to 10 minute 'meditation' before going to sleep & after waking up
